रायपुर, छत्तीसगढ़: सड़क सुरक्षा बढ़ाने और वाहन डेटा को सुव्यवस्थित करने के उद्देश्य से एक महत्वपूर्ण कदम उठाते हुए, छत्तीसगढ़ परिवहन विभाग ने घोषणा की है कि 15 साल से अधिक पुराने वाहनों को अब उनके पंजीकरण के नवीनीकरण और अनिवार्य फिटनेस परीक्षण सफलतापूर्वक पूरा करने के बाद ही हाई-सिक्योरिटी रजिस्ट्रेशन प्लेट (HSRP) जारी की जाएगी। यह निर्देश राज्य सरकार की एक व्यापक पहल का हिस्सा है, जिसका लक्ष्य सड़कों से पुराने, संभावित रूप से प्रदूषणकारी और असुरक्षित वाहनों को हटाना है।

विभाग ने पहले ही पुराने वाहनों को हटाने के अपने प्रयासों को तेज कर दिया है, जिसमें 25 साल से अधिक पुराने 7,000 से अधिक वाहनों को पहले ही सड़कों से हटाया जा चुका है। इस चल रहे अभियान का लक्ष्य अगले छह महीनों के भीतर आठ लाख ऐसे वाहनों को हटाने का एक और महत्वाकांक्षी लक्ष्य प्राप्त करना है, जिससे स्वच्छ हवा और सुरक्षित यातायात स्थितियों में महत्वपूर्ण योगदान मिलेगा।

परिवहन विभाग ने यह भी स्पष्ट किया है कि 15 साल से अधिक पुराने वाहनों को स्क्रैप करना मालिकों के लिए एक व्यवहार्य विकल्प बना हुआ है। छत्तीसगढ़ की स्वैच्छिक स्क्रैपेज नीति, जिसे केंद्र सरकार की नीति के अप्रैल 2022 में लागू होने के बाद 2023 में लागू किया गया था, आकर्षक प्रोत्साहन प्रदान करती है। जो मालिक अपने पुराने वाहनों को स्क्रैप करते हैं और ‘जमा का प्रमाण पत्र’ प्रस्तुत करते हैं, उन्हें एक नया दोपहिया या चार पहिया वाहन खरीदते समय 15 साल के लिए RTO Tax में 4% से 25% तक छूट मिलेगी। इस नीति का उद्देश्य नए, अधिक कुशल और पर्यावरण के अनुकूल वाहनों को अपनाने को प्रोत्साहित करना है। राज्य में 80 लाख से अधिक पंजीकृत वाहनों के साथ, इन उपायों का छत्तीसगढ़ के परिवहन परिदृश्य पर दूरगामी प्रभाव पड़ने की उम्मीद है।

Chhattisgarh’s voluntary scrappage policy, implemented in 2023 after the central government’s policy was rolled out in April 2022, offers attractive incentives. Owners who scrap their old vehicles and present a ‘certificate of deposit’ will be eligible for a 4% to 25% discount on RTO tax for 15 years when purchasing a new two-wheeler or four-wheeler.
